Preheat the oven to 375°F (190°C). Line a loaf pan with parchment paper or lightly grease it with butter.
Whisk together the flour, salt, and baking powder in a mixing bowl.
Mix the milk or water with the vanilla, then pour it into the flour mixture. Combine to form a soft, smooth dough.
Transfer the dough to a lightly floured work surface and roll it into a log about 10 inches long. Flatten it to about 2 inches wide, cut it into 10 pieces, then cut each piece in half to make 20 bite-sized pieces.
Place the dough pieces in a bowl, pour the melted butter over them, and gently toss to coat.
Mix the cinnamon and granulated sugar in a separate bowl. Pour the mixture over the buttered dough pieces and toss until coated.
Arrange the pieces flat in the prepared loaf pan without stacking them. Bake for 9–10 minutes, adding a few minutes if needed, but do not overbake.
While the bites bake, mix the powdered sugar, milk, and vanilla to make the glaze. Adjust the sweetness and consistency to taste.
Let the baked bites cool for a few minutes, then drizzle with the glaze. Serve warm.
